Mary Queen of Scots was forced to flee that country after a scandal in 1568. She sought protection from Elizabeth, who had been trying to avoid any decision regarding her wayward cousin. For twenty years Mary was imprisoned in England, being moved from castle to castle and becoming implicated in a series of Catholic plots against Elizabeth. Still the queen refused to punish her further. But in 1570 the pope excommunicated Elizabeth, in effect granting permission for her Catholic subjects to assassinate her. Eventually in 1586, Mary went too far in becoming involved in an assassination plot. She was tried and condemned. Even then Elizabeth dithered over her execution. But her closest advisor, Sir William Cecil, took matters into his own hands, seeing that Mary lost her head in the great hall at Fotheringay Castle.
